Share Data Across Multiple Stacker Apps

At the moment Stacker Tables are limited to the app that they are created in, the data in those tables can't be used in other apps in the same workspace. This is limiting for some internal use cases, and for external collaboration in portal apps.
It should be possible for multiple apps to share data with each other.

We're going to introduce a concept of Stacker Databases to support this requirement. Data will be stored in Databases, and you'll be able to create multiple apps from the same database - therefore allowing the apps to share their data.
