Activity/Comments taggable users should be filterable

Currently, the tagging @ feature shows all users in the user table. This works well for internal apps, but for external apps, this is terrible as users can view the names/tag all other users. Would love to have the ability to implement filters/permissions as to who is visible for clients. For instance, user role "clients" can view app "admins" and user role "admin" can view all users.

Also a major one for me. Without the ability to restrict the users that people can @, I have to disable the activity tab completely.
